Greater Rochester Postal Customer Council

Helping Your Organization Mail Smarter

ABOUT

The USPS and GRPCC members will work in partnership to develop, design and share individual accomplishments enabling faster delivery, lower costs and/or improved services in the delivery of the mail on a world-wide basis. We conduct periodic informational meetings, seminars, and forums to share updates on going postal regulations and procedures, and also share GRPCC and USPS members’ expertise on mail preparation.

PCC Benefits

The PCC provides a forum for mailers to discuss and resolve local mailing issues with their local postmaster. Postal Council members also meet other mailers and learn how the Postal Service can meet their needs and solve their mailing problems. The PCC also provides its members with an exchange of ideas and suggestions on new Postal Service products and services. Members interacting at PCC meetings have developed many revenue-generating and cost-saving ideas. A working relationship with other mailers often results from PCC membership. Many members who meet at PCC gatherings form close bonds of cooperation. PCC members have also helped one another by sharing equipment and knowledge at critical mailing times. History of PCCs

More than 40 years ago, the Post Office felt a need to improve communication between postal customers and local postal managers.

The Mail Users Councils were formed and their initial rallying call was a “Mail Early” campaign designed to regulate the flow of local mail. Postal volume in 1961 was characterized by large swells of mail after 5 pm when most business mail was deposited. The concept of working with customers to get mail earlier in the day was realized through the Mail Early campaign. Once customers and managers began working together under the council framework, many problems were resolved easily. Processing and delivery improved, postal/customer resources and equipment were used more productively and customers learned more about effectively generating revenues and cutting costs using the mail. “Mail Users Council” changed to “Postal Customer Council” in 1971.

The importance of Postal Customer Councils has grown since the early 1970s. Today there are more than 250 councils with 150,000 active members. Through regular meetings, mailer clinics and seminars, PCC members keep abreast of the latest postal developments and work closely with local Post Offices to make mail service more efficient.
